The HL2 mapping tool... I believe is Valve Hammer Editor (a.k.a Worldcraft). Download it from the valve-erc page (http://collective.valve-erc.com/).

You NEED to get the SDK with Steam.

I've been doing a small bit of Source Hammer mapping for Counter Strike Source. So far I've only done very core basic work with the editor. Simple BSP construction, basic static mesh work and general lighting work (as in swinging lamps).
And yes, as the others have said, you must first own HL2 and proceed to download the SDK under the Tools tab for Steam. Also the The Snark Pit can be a bit of good help on some things the SDK either lightly touches or doesn't touch at all (for now).
