Installed BB 1.2 from a few different sources and none of them contain the config.cfg file. Is this normal?

On another and possibled related note, the game STILL doesn't work, but it doesn't crash this time. The background for the main menu loads but no buttons or cursor so I can't do anything but manually close the program.
